Preparation steps
- brush harissa into the beef sirloin and season with salt and black pepper
- marinate the beef sirloin for at least an hour (or in the fridge overnight)
- grill the yellow peppers 20-25 min until charred all over
- cover the grilled yellow peppers until cool, then peel and cut into long thin strips
- heat the olive oil in a medium frying pan over medium heat, then fry the garlic for 30 seconds on medium heat, add the tomatoes, chilli, paprika, salt, and black pepper, bring to a simmer and cook for
- add the pepper strips, preserved lemon skin, and parsley, and cook for seven minutes until the sauce thickens but is still easy to pour
- allow the sauce to come to room temperature
- preheat the oven to 190°C
- place a ridged griddle pan on high heat and, when smoking hot, add the steaks and cook for a minute a side
- transfer to a baking tray and cook for eight minutes until done to medium
- slice the cooked steaks into thin strips and serve warm or at room temperature with sauce spooned on top and sprinkled with parsley
